When an invoice is rebilled, add a message that will print on the memo

There are customers that want a hard copy of the rebill memo and it would be nice to have a message that prints on those rebill memos to indicate it was rebilled and why.

    In our upcoming 2019.1.1 release, you will have the ability to send an email notification to a customer when an invoice is rebilled.  The email body contains the information about the original invoice that is being rebilled.  You can also customize the message template that is included in the email.
