Would like the ability to submit a deposit even if out of balance

Deposit of money should not be delayed due to out of balance issues.

Current design does not support the ability to create a deposit without applying the cash. The work around would be to add a UNAP - unapplied cash to the account that could be applied to the invoices at a later time.
