Make the QC time asterisk visible to all dispatch users

When QC time is added to an order, an asterisk appears in the print time box on the dispatch order screen.  However, it is only visible to the user that last opened the order.  If another user opens the order, the asterisk disappears on the previous user's screen and they don't know if QC time is on the order or not now.
