MAKE TAX CODE A REQUIRED FIELD IN ORDER ENTRY.

We would like for the tax code to be a required field in order entry.  We sometimes have problems with the tax code not getting entered in order entry and not getting changed in ticket maintenance.  Right now it defaults to XX, which should solve the problem, but does not always.  Making it a required field would eliminate that issue.
